Serving the African-American Community from 1932-1972. Home of the North by Northwest Lion's Club - 1980's to 2017 Prior to public school desegregation in 1958, San Angelo was legally and informally segregated in every facet of its life. The vast majority of African Americans in San Angelo resided in the Blackshear neighborhood. The area was served by dozens of Black-owned businesses, and served by its own institutions, schools, churches, and the Paul Dunbar Memorial Library. Actual desegregation in other areas of civic life moved slowly for the next two decades following school integrations.
